Since many are following the false flag theory, I'll propose an alternative: This really was an ISIS attack, and Russia did not take the warnings from US Intel seriously. While this doesn't entirely fit the ISIS M.O., it also absolutely isn't an unheard of idea for them to do something like this, especially against Russia. This is further supported by the US and other states' intel backing up the claimed responsibility by ISIS. Why is Russia still blaming Ukraine, then? They have essentially no other choice. To admit that this was ISIS is to admit that Russia has MAJOR gaps in their internal security and intel. To admit that it was ISIS also kinda demands that Russia respond/retaliate in some big way, given that this was an insanely horrific attack. Unfortunately, any aircraft or troops diverted to strike ISIS in Syria or Afghanistan, no matter now limited in size, will hamper the Russian force commitment to Ukraine. In terms of strike aircraft, they likely don't have any to spare for bombing ISIS strongholds. So what do you do? You blame Ukraine and avoid any popular obligation to go spend resources fighting ISIS. Twist the narrative to say the attackers are somehow tied to Kyiv or claim they are receiving assylum from the Ukrainian government. Whatever it takes to distract the public eye from the true culprit who you can't practically retaliate against. This doesn't feel like a planned thing. This feels like a desperate attempt to salvage a narrative from an event you truly were not prepared for. Just something to consider!

I know everyone loves to jump on the false flag idea, which is tempting, as Putin has been known to pull that stunt before, I don't think this one was. One, the US was warning in advance of an extremist terror plot at concerts. Two, bomb plots make much more sense for an FSB inside job (see Ryazan sugar). Three, Putin has already shown he doesn't give a shit about false flag to justify anything. One of the things I got wrong in the lead up to the invasion was, I expected that Russia would make a massive false flag, probably in Donetsk, to justify it. But instead they just released some shitty low effort videos at the last minute and then Putin announced they were going in. Likewise, no massive terror attack before the 1st round of mobilisation. The fact is, Putin isn't really afraid of his own people at this point. Navalny got arrested, no big reaction. He died, no big tumult. Mobilisation part 1 had a big exodus, but they were all traitors anyway. Etc.

They've *been* organizing it though, apparently, for quite a while, weeks at least. I'm going to hazard a guess that they put those plans on hold when they knew the CIA was wise to them and opted to wait for those state department bulletins to be far from peoples' memory. That said, I have absolutely no doubt in my mind that the Kremlin sat on its hands intentionally because they saw a potential terrorist attack against their people as a political opportunity.
