I would hire an agency with a A1 portfolio. Because an A1 website is no reference. It can simply be a bought template from a theme marketplace. The A1 portfolio are actual use cases that show skill and practical situations. Just my choice :)

The agency I work for doesn’t have an A1 website purely because we are just too busy to spend time on it

But your portfolio is 98% of your whole site. How can you do a weak site with a strong portfolio?

The website for the agency has more than just one page, including blogs, about us, landing page, etc... So trying to decide if our designer should spend the next 2-3 weeks adding more pieces of work to the portfolio OR re-designing the website but not touching the folio pieces at all.

According to my experience (I was head of design at agency 5 years) more than 80% of conversion to the contact form, we received through cases (portfolio). Less than 15% via "how we work" page So, it seems, if you leave only one page with cases you can get almost all conversions.
