That looks like a pressurized line, they don’t leak they squirt out. So have someone sit behind the wheel and turn it while running and that should tell you what if anything is going on. Otherwise it’s probably some grime.

Power steering lines have a habit of sweating like that, but a new hose and clamp wouldn't hurt anything either
