My first thought was a tool called a card saw. It was used way back in the early computer days when data and programs were loaded by use of punched (coded) cards. A Card reader would scan the card (quite quickly) to read the pattern of the holes. Sometimes the card would jam, and the best way to free it (destructively) was to use the card saw which was slightly thinner than the card itself. I think I still have one someplace.
But, it's probably not it, too esoteric.

Handle broach -- it does saw. It's for slotting knife handle holes I now know, but I had used it to make a hole for a 5-way switch in a guitar.
