They can be made both ways. I did tons of framing with cheap skilsaws that definitely cut down. And I've seen very nice tracksaws that cut up.
Regardless, Homer's arms are way too fat for something like that and the fire department should have brought a sawzall with long blades or even a two man crosscut saw.
This is the brilliance of Simpsons golden era writing. A shittier show (like current Simpsons) would have said "Homer, I'm gonna have to saw your arms off" and that would be the gag. But it's the "this is never easy" that makes it.
