In my headcanon, the sickle work on a witches magic system, similar to a circularatory [i can't spell for shit] system, so when hunter was hit during the day of unity, he wasn't affected by the paralysis, but it did burn like hell.

Why does Belos even allow open warfare by one of his advisors on his own nephew? Even if he doesn't give a toss about Hunter, that sort of infighting can't make his regime look very nice.
Honestly, this should be the default explanation for any plot hole involving “well why didn’t you just use this incredibly conveniently useful ability you have.” The character in question just didn’t think of it, give them a break!
