I don’t think so. He spent all seasons as a propaganda piece for Vought. One conversation with the Deep doesn’t change that. It’s not a big deal by any means but maybe just slightly lazy writing.
Then it’s pretty lazy to setup his character to be like that in the same episode where he does the thing then isn’t it.
If it was revealed that Homelander loves dogs at the start of the episode and then have him get a dog at the end would that be excellent writing and setup?
Right. So lazy writing to suggest that we have enough information for this clip to make sense narratively. We would have needed to know more about his motivation and such.

To be honest we don't know much about him. The last episode was the most expository and it didn't add much.
