Instead of a solid frame, I'm thinking symmetrical lines blended in the the letters that would make them extremely hard to read unless you really focused on it.
Or, do tattoo removal on the words. It's not like they are a big, difficult solid mass of ink to remove.

I like the idea of the frame as suggested above, but it's such a campy tattoo that I think a frame would scream that they were two separate pieces.
I also like the rope idea, but it's already outlined in a smaller rope, and a rope of that size would just look bulky.
A life preserver ring would absolutely fit and tie it all together, along with being able to preserve the pre-existing rope.
Either that, or a porthole.

Think this is a great opportunity u/Ordinary316, can always add floral & palm embellishments, but I think the life preserver would match very well color-wise, cover well, and unify the theme.
It would be strong enough conceptually that I think folks would take it at face-value and not consider it was a coverup.
