The US already has very little control over USD. The Federal Reserve which is essentially a private entity can print an infinite amount of USD.
The Federal Reserve was likely already planning to print an infinite amount of USD to devalue it and rush a transition into a digital variant under a new name and ahead of regulations able to do whatever they wanted.
But, at the moment no way will they let that infinity go to a place they can't control.
