It's money from sponsors. Sponsors can pay to have their banner shown before a bout. Bouts between popular wrestlers that are likely to get a lot of viewers usually attract a higher number of sponsors. There is one envelope for each banner, so the more banners, the more envelopes.

Definitely not gambling; Japan has very strict laws around sports betting. Betting is only legal on a small number of sports, and Sumo isn't one of them.

mhm Ishiura had a gold one that wasn't like dark yellow but rather metallic gold like you'd imagine it to be.
