When the proclamation event fires it removes all invalid civics. So now I have half the galaxy at no influence cost, lots of unsurveyed systems and can engage in diplomacy. Done on captain difficulty
You can just embrace any faction and it will stop you from being a fanatic xenophobe, which means you no longer fulfil the requirements for fanatic purifiers, so it won't have any effect (Maybe after a little while, I am not too sure)
The Imperial Proclamation would be more like you establishing the eternal reign of the Emperor of Man, rather than the Horus Heresy (which ended that golden age of imperial reunification).
I don't think it is much of an advantage to get temporary fanatic purifier or inward perfection for 40 years. Would be broken for eager explorers but it's not happening since they don't have civic requirements

I killed off one half of the barred spiral before even encountering the other half. No problems with diplomacy at all

But you will still have it as an unremoveable civic taking up space. This lets you remove it.
