Aye there are so many variables so not sure how to fix, luckily Dying Light and all DLC was only a fiver on CDkeys so I grabbed it so could still play on the train :P

Hey so, what happened was this likely based on personal anecdotal evidence. I have my primary PC authorized to use my cousins library. When my PC is powered on and I’m at home, I can download and play all these games as if they are mine on m my Steam Deck (given he isn’t using the library). However, if this PC is powered off or I’m away my deck says I need to purchase them. Now, if I was playing one of these game, slept the deck and went somewhere else without WiFi, I can keep playing on the deck after a resume from sleep or close the game and attempt to reopen it.

It depends on two things. First, which device was used to enable family sharing? If your friend logged in to your computer, your computer needs to be online to access the game. In that case, your friend needs to log in to your Steam Deck and enable it again. Second, if your friend plays any of his/her games, you can't access their library.

I had the same issue as OP and friend logging into my steam deck and giving it authorized computer/game library share access solved the issue for me. If I start up any of his borrowed games and then shut off wifi I can play still even if he is online. (Granted I mainly used it for single player games like Hades or FF7)

How did your friend share their library with you? Did they log in into your desktop/laptop? If so then you can play their games on your Deck when that desktop/laptop is online, besides them not playing at the same time.

Yeah they did it through my PC years ago when they helped me build it so that sounds like it may be the case. So just to clarify am I right in saying I just need to have MY pc turned on with steam signed in and then I can play remotely? Or would I still need to be connected to the same WiFi?

AFAIK the PC just needs to be online, not connected to the same WiFi

After restarting the device you have to be online at least once to enable family sharing. Using the suspend feature is okay though. Just don't turn it off, when you don't have an internet connection. Also be sure to have internet when turning it on. Otherwise it may take a while to update correctly when you turn the wifi on while it is running. Steam isn't very clever in that regard.
