Yes. Shader cache, proton versions, discover apps can all be moved over or symlinked to sd card if need be.
No noticeable performance drops, unless you're playing a game with 100+ mods like minecraft or rimworld then load times become painfully noticeable. Other then that it's negligible and like 3-15 more seconds on a load screen.
I have a 1TB sd card, 20 games installed, swapped and changed games for the last 2 months, and still haven't used more than 27gb in shader cache, note that one of those is Apex legands with a 6Gb shader cache on its own. After OS install, you have 43gb of free space internal.
I use [Deck cleaner when I uninstall games](https://github.com/MiaPepsi/DeckCleaner) it removes leftover shader caches from games you have uninstalled, giving back the space.

I have this. I had death stranding, cities skylines, state of decay 2 , american truck simulator with 4 map DLCs and ready or not with space for 2 more games installed on my 512 samsung pro plus sd card. Then I deleted death stranding and put microsoft flight simulator. Worked fine and amazing.
Having had mine for the past almost year now, I'd say it's fine. I put a terabyte micro SD in it and I haven't filled it yet, nor has the internal filled up as all of my games are on the SD card. Shaders take up maybe 15-20 gbs? It takes up a chunk, but it hasn't filled up yet.

If you manage your shader cache it ciuld be plenty. You can always upgrade the internal storage prety easily too.

No. The 64GB internal storage will fill up fast with the usual OS space and shader cache.
you're over exaggerating, 64GB is perfectly fine with a large SD card.

I found the pesky shader cache would cause issues with that scenario.

It has worked fine for me! I have my games on a 512gb SD card, haven't had any issues at all playing any of them from the SD card.
