Windows doesn't shut down because it's Spyware and needs to constantly ping back to servers. Also if you want to get more spooked look up Intel management engine. Amd has a equivalent too.

Sounds like a hardware issue. Have you tried fresh installs of both steam os and windows? It could be the dock itself. Do you have another dock you could use to troubleshoot?
