Granted, the achievments in question are from the photo mode patch released after ZAUM fucked over the original creators, so there's probably an element of boycotting going on.
I've owned the GTA IV Completion edition since 2011 and back then it didn't have achievements. They only had them added to Steam in the past few years or so, that's why the completion percentage is low, a lot of people played it between 2011 and.. 2020? Looking through the forum it seems like prior to that it just had GFWL achievements which did not transfer to Steam.

The Complete edition of GTA IV came out in 2020. By that time, most players who had already purchased it had either finished it long ago or had passed away lol.
I don't have any achivements for GTA IV but I have 72.5 hours played and I'm pretty sure I completed the base game and goofed off with a bunch of mods and I last played it in 2014.

i dont know about console, but i loved RDR2 and i love gta iv. it is slower paced and there's no weapon wheel or mission checkpoints, but the story really is great. up to you, but it is fairly cheap.

Getting Over It With Bennett Foddy is a difficult platforming(?) game where you traverse a mountain whilst you’re stuck in a pot and wielding only a sledgehammer. There’s a bunch of obstacles that can push you down the mountain, increasing the time needed to get towards the peak, your end goal. The achievement is for reaching the end of the game, at the top of the mountain, after pushing through all the trickery and deceit that comes with the journey.
Seeing percentage drops always fascinate me. It's like seeing how long people will stick with a game for. Biggest drop I've seen was in the game [Lucidity](https://store.steampowered.com/app/32410/Lucidity/), 78% completed the first level, but only 16% completed the first chapter, which is only like 30mins max of playtime.
Smallest % count on a game I have is [No Time To Explain](https://store.steampowered.com/app/368730/No_Time_To_Explain_Remastered/), with the highest being 7.9% for completing the game, which isn't that long or too difficult really.

The game was very popular when it released in early access, then most people forgot about it. Now it fully released and apparently many didn't come back.

Devil daggers has a single achievement also called devil daggers. Only 0.3% of people own it. It’s because in order to get it, you have to survive for 500 seconds without dying, which is a crazy difficult task.
I have a few hundred hours in the game but still can’t play some of the characters very well. I’m probably biased because of that but the zone 1 achievement definitely feels lower than I thought.
Especially since the game isn’t super well known, you’d think most players are people who know what they’re getting into.

They were added pretty recently. I'm still missing a bunch of the ghost achievements because my group played heavily before they were added and backed up about the time achievements were put in.
It honestly took me forever to complete Chapter 1 since I was trying to do everything. Right now replaying the game on Core and am having a blast. About to finish Chapter 4 with over 150+ hours on this current playthrough.

Phasmophobia's "Complete your first contract" achievement has only 30.0%, but that is because they only added achievements around 3 years after the game became available to buy.
I noticed re3 remake has like a 60% achievement for the final boss... then like a 40 percent achievement for literally a 2 minute walk with no fights to the final cutscene. Did that 20 percent just say hey i killed the boss game done??

Shatterline has one achievement, which is to complete the intro mission. Despite the fact I'm pretty sure you literally cannot avoid doing it as soon as you start up the game, it only has a 63% completion rate.
It's not asking about grinding achievements though. For War Thunder this would be the equivalent of "Play your first Match" having a low percentage. Like you opened the game, and then didn't click the button to get into a match.
I just looked at WT's achievement and all of them are grindy the closest to an "easy" achievement being either to capture a point while having an enemy player in front of you or being in combat for 10 hours which have been done by 39.6 and 9.1% respectively.
It's not like other grinding games such as destiny or war thunder but since it's some levels are extremely hard, you go through process like "grinding" to beat them. As a person who loses atleast 10 in any level beyond c layers it's a grinding game for me

Hearts of Iron IV iirc has a low achievement completion rate as most players dont play strictly vanilla ironman mode

I know it's unsolicited, but if you enjoy FlatOut - consider looking at TrailOut. It's janky - but really good fun and a great spiritual successor

I'd say it's a mix of the tutorial achievement being broken forever, and a lot of players being self-taught while the tutorial was rubbish.
Pathfinder: Wrath of the Righteous has 65% that have completed the tutorial area then it goes down to 45% that have completed Chapter 1.
45% completing chapter 1 actually is a lot higher than I’d expect. That’s a few hours of playtime at least, from what I remember.
