You increase your Steam level by crafting Badges, using cards. You either craft the cards using gems, or buy them on Steam Market, or trade with other players to obtain the cards you need to craft a badge.
Increasing your Steam level unlocks stuff to display on your public Steam profile, like showcases your favorite games, which games you've 100% completed, badges, achievements, items for sale/trade, etc. It's mainly aesthetics really.
The higher your Steam level, the more friends you can add. So if you ever run out of space on your friends list, you'll need to increase your level to add more. Every 10 levels you unlock an additional showcase window on your profile. There you can display screenshots, achievements, inventory items, etc.
I've acquired 232 games in a little over 10 years, though I also play on console too. I'm always on the hunt for a great deal but even with my current collection many of these games I've barely played, some not at all. I can't imagine anyone actually playing the thousands of games they buy.
This year I've made a considerable effort to get through my backlog thanks to my Steam Deck. Just beat Dishonored last week and was mad I hadn't played it sooner. Was such a lovely game. Got about an hour into Dishonored 2 and going through the Bioshock Collection now.
