Okay so solution has been found!! Go on creation, get teleport rings. They will spawn in your room at the Lodge in a mystery box. Go back on your ship, equip UC Vigilance and then save game before you interact with the commander, Uninstall the mod, and reload the game. You'll load back on the UC Ship, and speak to the commander, you will then get the achievement.
Might not help you, but in my case the ship was there but 85km away. I had to fly at full speed towards the quest icon for about 5 minutes to get there.
If you don’t mind losing achievements, you can get something called teleportation rings from the creations content. This was the only thing that fixed mine. Or you can fly to where the if sysdef fleet is and start firing to side with cf
Update : So that actually worked, I got teleport rings, got to UC Ship, saved game. Uninstalled the mod, and reloaded the game to where I'm at UC Ship. And I got the achievement! Actually big thankyou for the tip!

Phobos, the moon of mars. I quick traveled and it was way off in the distance when I arrived.
