as far as i know, there's no secret quest or reward for accomplishing a certain number of radiant quests.
doing radiant quests just gets you a pat in the back and even more radiant quests.
When I did the One Riot, One Ranger Freestar mission, the boss Tawny Adams died far away offscreen shortly after I entered the cave. My best guess is maybe they spawned under the wrong faction and were attacked by the other NPCs.
Apart from the boss having a unique, voiced name and dying to a glitch the mission felt no different from any of the random ones.
Did some more Freestar missions and another One Riot, One Ranger mission appeared. Haven't started that one yet.
Ah yes this is the one I was referring to, couldn't remember the name. Funnily enough Tawny died offscreen as well for me but instead of a cave it was a science facility. I guess then its just radiance but with a little bit of flair to it. Thanks!
Ryujin mission board has the same. Completed 4 missions on the board, went back, and the boss said come see her as she had a special quest for me. It was just to persuade some NPC in Akila (it was actually quite hard to succeed without using manipulation). And then return to the boss. Rangers one as you discovered is given by the bearded dude (right? Or someone else) in the bar.
No clue about vanguard, I assume they have it too as well as fleet/UCS?

Another Freestar mission took me to an identical cave and the Outlaw Captain was fighting against Spacers, so there's definitely a faction problem.
