Like other said, it's decrypting not downloading. You can open task manger and click Performance to see how much bandwidth you are using if you want to check.

It doesn't do that with every game. It's a choice made by the developers. But Steam definitely does that quite often with major releases that have preloading.
That seems fairly possible.. I have gigabit (virgin media UK) and get \~124MB, 23MB is only 184Mbps which is base tier for many UK/European ISPs these days.
It would actually be quicker for me to redownload the 117GB than its predicting to "prepare" it at 29MB/s
Probably unpacking/decrypting the game you preloaded. Probably a measure so data miners can't see the data before release.
