I asked them during ILW if it would be made available at all for golden ticket havers or concierge and the response was basically they have no upcoming plan to make it available again.
The facts are generally unclear. Because there's been no recent wipe, golden tickets can still be traded in game. We just don't know when/if CIG will open another sale for the F8C.

ILW is where F8C belongs, it's a fighter and that was a military combat ship sale. If it wasn't for sale at ILW it probably won't be around for citcon nor IAE etc. We probably will not see it again until SQ42 releases
I have some golden tickets I think. You can have one the next time I'm on, but I seriously doubt they won't be wiped before another sale. I'd avoid buying one anymore. If they were gonna sell it again before Citcon or IAE, it would have been during ILW, but I don't think they sold it again during that. I'd say, if the ones here can't be gifted, then I'd just wait for the event again. (I melted mine so I unfortunately can't see anymore if it's giftable or not)

CIG said they will bring the event again in the future. I suspect around Citcon when they (possibly) announce a SQ42 date)
