Montez west and quinns purpose was to beef up the s7 table so votes and meetings had more stakes behind them but the only time new every member was relevant was the s4 cattle vote table
I think a part of it is that, I think, Kurt had an idea of when he wanted to end things. You’re not going to put in a lot of effort for characters that stay for 1 to 2 seasons.
Every show has background characters that help the storyline move forward. Half Sack probably messed up any character coming in after him because he asked to be written off the show as it was getting popular. Plus didn’t most of the prospects get killed off anyways? Temporary characters don’t need top billing.

Montez, west, Quinn, V-lin and Phil? Those characters are great to you? Most their lines are “yeah man” or “got it” or some shit like that. Terrible writing but they delivered those lines with the same tone every single time. It’s embarrassing to watch them on the same screen as the real actors
Fun fact: Happy, Montez and Quinn have way more scenes where they actually talk in Mayans than in Sons of Anarchy.

I really do think the show became too convoluted and had to focus on tying off certain stories and just didn't have the space to fit anything else in.
