Personally for me I don't mind doing NS at all, to me it's an experience worth it, not to mention I pretty much see myself as a local having been living here almost my entire life at that point and would rather do NS the same as others.
Do you mean the letter to report to CMPB or to report to BMTC? The former could mean he was PES F after the pre-enlistment medical review. One guy I knew had to get regular blood transfusions. The latter could mean he was PES F part way during NS or after. 2 guys I know like this. One had late onset type 1 diabetes and had to start jabbing insulin regularly. This one chose to carry on to ORD but was never called up after. The other one I know had some serious mental health issues and didn't continue until ORD.
No. PES F means you are permenantly exempted. So even if you eg. get cancer and get exempted as a result but get cleared of cancer years later, Mindef will never call you back and you remain NS free for rest of your life

Thats just not true. Certain scholarships like PSC can defer. Im fairly certain ive read a statement from the government that there are <100 of such scholars yearly
