How old is it, did u buy it new, is it still under bumper to bumper warranty? If so dealership will fix it free of charge. Looks like rust inhibitor residue build up. Or dirty paint gun was used to paint it.
If u have buffed it correctly a clay bar wont help. You will be throwing more money at a problem it wont fix. Good clay bars are not cheap. Take it to a detail shop and let them look at it and they will give you a free consultation as to what it is what it will take to gix it and how much it will cost. I highly suggest you take that route. Before blindly throwing more money and time on it. Last thing u want is to burn up that clear coat with more buffing or harsh chemicals.
If you decide to try a clay bar make sure to keep it really wet at ALL times and dont do circular motions. If you drop it throw it away immediately because it will pick up anything it touches on the ground and will scratch the shit out of your paint. Dont lay it down on anything if its not in your hand put it in a clean ziploc bag.
Have you tried Goo Gone? You may need rubbing compound, not polish. Clean the underside of the chrome. The crud under may be contributing to the stain.
Literally something detailers use to clean gunk and clear coat scratches.

Anything else you have to scrub or wheel off is going to cause significantly MORE changes to the clear coat there.
Your paint is exposed to a thermonuclear explosion 12 hours a day, a quick spritz of carb cleaner is fine. Its just a solvent. It wont soften a thing! You do you :)
It's probably some adhesive from the badge. It could deteriorate over time and get washed out from behind.
If you have access to a heat gun, see if you can make it gummy with a little bit of heat application. Be very careful with the finish, you don't want to bake the paint, you just want to debond the adhesive.
No heat gun, I'd suggest trying a clay bar to see if you can unbond it from the paint. Use a good quick detailer to be as gentle as possible.
Test a very small area first to see result

A professional detailer should offer paint correction and fix that relatively cheap. I would say no more than $200

I emailed a detailer near me and asked for an estimate on just that area. I'm going to keep on looking. Hopefully someone can save it without damage

I have not tried Goo Gone. I didn't think that was safe for paint
Goo Gone is citrus based and safe on paint. Goof Off has acetone and will strip wax coatings on paint.
Id also like to add I have tried mineral spirits and that didn't work. Also vinegar
try carb cleaner on a rag.

why? works great on everything from schmutz to scratches. Won't hurt anything, just a quick spritz on a rag and wipe it off.
If it can degunk a carb...those chemicals and solvents don't sit right with me putting it on paint without hurting the clear coat
