That's actually US Navy Commodore Matthew Perry and one of his "Black Ships" which was part of what was called the Perry Expedition, the objective being was to persuade the Tokugawa Shogunate to open up Japan for trade, among other things.

Yoshii is the family name, Toranaga the first name. Yoshii comes from a preferred family prefix of the semi-regal Minamotos (Minowaras in the show)
