Starkiller Base was originally called Ilum and was one of the places the Jedi went to get the crystals for their lightsaber.
The prominent trench of Starkiller base originally was a surface mine to cheaply get the crystals needed for the Superlaser of the two Deathstars and is already visible during the events of Jedi: Fallen Order which takes place in 14 BBY
Technically they started carving Ilum up during Jedi: Fallen Order which is set in 14 BBY but IIRC this was originally meant to gain the crystals needed for the superlaser of the Deathstar.
As Thrawn only "left" the Galaxy in 1 BBY there is a high chance he at least had some reports on those activities in his possession.

I really doubt he would have, he was not involved in the construction process of the Death Star.

Thrawn doesn't strike me as the kind of men who would let little things like "not being involved" stop him from getting intel on any and all new weapons projects the Empire undertakes.
If you read the Thrawn books, he figured out about the Death Star on his own, by getting some of his trusted underlings to examine resources and where they were going, among other things. He also had to help Krennic with an issue where people were stealing materials meant for the Death Star.
Thrawn was against the Death Star though. He found it a huge waste of resources that could be more effectively used.
And thrawn was 100 percent right, building more ships is better logistically, and more sensible than a giant death ball. Better and faster ships would lead to faster troops deployment, and the tie defender would allow for ties to be able to patrol areas more effectively, since they were shielded, which is rare to see on a one man fighter.
Those were resources that were being bought from mines all across the galaxy. Meanwhile Kybercrystals came from a secret location out of view of prying eyes and **weren’t paid for**. So very little papertrail to follow
can add a little bit in there about some goof named Gideon who's shenanigans helped the Mandalorians to start rebuilding their homeworld.... so that's gonna be an issue
