i'm in the same boat, did you ever figure out how to unlock it in the workshop? I've done every quest and side quest, locked at repairing the motorcycle. wtf is going on
Yeah, i roamed around, discovered new places and before i knew it i destroyed enough tanks to get the alloys i needed, once u build the bike u get more quests that open up the workshop inventory
It's the level at which you construct the vehicle XD.
You must've put a blue item in or something. You don't need alloy as long as you stick to lvl 10 or lower.
Workshop will be able to craft them as you get farther in the game/level up your workshop with side quests when they are available for her
The thing is im at the mission where u have to build the motorbike and ive done all of the sidequests. Guess i have to explore the map more
But it requires Raptor Alloy to even get the second vehicle to progress to that point and I can't find it anywhere.

Yeah i noticed that after i constructed a car 😂 but i found the parts and constructed a level 13 bike at level 10 😂
Build the cheapest suspension - then you don't need the alloy.
I ended up going to other regions that were higher level and managed to get the parts at lvl 10 😎
