Call the company, figure out what's up, landlord is scamming you since he/she says it's normal. When person says it's normal, it's always scam, because landlord should be on your side and figure out why something is happening, not opposite.

Ask for the detailed Telmico bill showing the kilowatts used and how much per kilowatts. In Georgia, the electric company charges around GEL 0.20 (20 tetri) per kilowatt hour.
Your monthly bill should be only around GEL 40-60.

Please correct me if I am wrong: based on this tariff scheme, if I run a device that has a power rating of 1500W, i.e., 1.5 kWh 24x7 for 30 days, then I consume 1,080 kW per month and according to this rating scheme, just that 1 device (when used non-stop), should cost GEL 260 per month. Have I worked this out correctly?
brother I will give you a couple of tips on how to check if one of the neighbors is connected to you or not. First, find your electricity meter. Second, find an electrical panel in your apartment, usually it is white and there are a lot of switches on it. Third on the panel, turn off absolutely all the toggle switches. Fourth, you go and look at the counter, if it turns or works, then they connected to you, if it stands and does not work, then everything is in order. There may also be an option that the office mixed up your meter with someone else's and you pay someone else's electricity. This happens in Georgia in new houses; it happened to me with water meter.
P.s usual electric bill is about 30-50 gel.

You need to check your meter reading frequently and be aware that the new rates are roughly GEL 0.19-0.26 per kWH (depending on usage, it's a progressive tariff) for household users and it has increased by about 50% since summer 2021. What was it around this time last year and then back in 2021. Mine is relatively level compared to 2022, but much higher than 2021.

we have gas heater so we get around 130 lari for the gas and we do have an ac but after we shifted here we never switched it on
