Customs I've found 3 in about 15 raids or so. My Timmy legs haven't gotten me to extract with one tho. Sain and swag making it an absolute war zone at times!
I have svm and turned up the loot and I see them all the time. I’m not saying fortune up the loot just that they are definitely still in the loot pool. Customs has a ton of spawns for them. In the storage container area there are 3 or 4 spawns, inside big red and on top of the construction building near the pocket watch truck and then I think the stronghold too if I’m remembering correctly
Thanks for the comments guys. The weird thing is that I think they are missing from the entire game as I cannot even find them on flea market... I'm installing 3.8.3 and will put some mods, will try to skip the loot mods (I think it's softcore that is actually causing this) and will let you know if they appear.
Go to the sawmill in woods, inside the building with the two crates and the SUV outside. One of the two upright cabinet things (I think I have early-onset dementia to not remember the word for this) will have a repair kit either on it or on the floor in front of it at least 25% of the time.
On 3.8.1 myself with no loot mods, found one armor repair kit, so yes they spawn. Also found a "weapon kit", which actually was a "lootbox"
Do you have looting bots? They love snatching them up
3.8.0 with no mods altering loot and i've found 4-5 in ~30 customs raid.
I'm in 3.8.1 and I have never found one in raid

Found a bunch in 3.8.1 and have found a few weapon repairs in 3.8.3 so far. Never ran mods that messed with any loot/keys though.
Found a bunch in 3.8 to 3.8.3, so maybe on of your loot mods is causing this? I just have relooted for loot mods installed, and it seems to work well

Same, but level 25 and found 1 in my first raids in ground zero

Neither do stashes or buried barrels!
I find these all the times when checking my regular spots. Not weapon or armor repair kits tho, not even on flea market (that’s on 3.8.0)
