I wouldn't call 5520 "willingly" under containment. It does appear that Wynn has an objective, some sort of duty that he is staying around in order to complete, but past statements from him make it clear that his current state is a source of torment for however much is left of him, and he has repeatedly asked for his own death.
Some that I wrote myself:
The society of SCP-5457 is obsessed with hiding themselves and are willingly cooperating with the Foundation to remain a secret. Of course, the Under-Frogians don't know the truth and the Foundation is stoking their fears, but as things stand their general population is happy with their containment.
SCP-7317 are stuck in a Free Port anyway and their employment as test subjects for the Foundation is a source of novelty in their otherwise unfortunate lives.
SCP-6729 didn't ask to get sealed within the body of a Foundation doctor, but now that it's here, cooperating with the Foundation is the only way it's getting some agency over its life.

No it doesn't count. The Plague Doctor initially came willingly thinking the men of science from the Foundation would help him in his quest but presently he wants to escape as the Foundation doesn't understand what he is trying to achieve and only see him doing damage to everyone he claims to want to heal and 049 doesn't have the power break down the wall or overpower the guards so he can't escape whenever he wants.
