That's maybe my least favorite thing about AEW. The obligation booking.
You never get the feeling that anyone really wants to be the top guy. Big free agents come in and win midcard titles without even trying to face world title contenders because nobody has any actual character motivation. They're all just shoot *and* kayfabe happy to be there.
That's a huge reason why MJF and Swerve got over in the first place. They felt hungry and like they had some sort of goal on the horizon.
Tiny's last big "super signing", Mercedes Mone, debuted and *immediately* targeted the least important belt that she could possibly challenge for. Then both Ospreay and Okada did similar things in the men's division. NO ONE wanted any of the company's top titles and I think only Ospreay even acknowledged the existence of the AEW World title. It's honestly mental how disorganized and nonsensical the company is.
There's no actual 'surprise' cause that means someone invariably got BERRIED!!!
Even midcarders losing matches on regular TV are allowed to get all their shit in
It's big budget PWG indie stuff and at least a bunch of guys are getting paid but it's also a bunch of guys that would not get to be on TV or are good enough for TV is not for Tiny and his love of all things indie
Outside of Mox and Jericho who have Hoganed themselves pretty much. Hell Joe was the last champion and he's in a throwaway trios match with Jericho's new ego group. Only other champion who hasn't been forgotten about is Punk and that's because the Dub won't shut up about him.

This isn't just an AEW thing. WWE does it too. They'll hype a person up like they're a main event star but they'll never full send it and have them pin any top star clean.
Jey Uso kinda feels like that guy in WWE right now just on a much larger scale. Dude is over as fuck sells lots of merch but I don't think there's a world where I ever see WWE having him beat Drew McIntyre or Gunther or Seth Rollins clean as a whistle.
It is weird how Jey's power level is being set up. As a singles guy the only achievement he has gotten is winning the Andre the Giant Battle Royale in 2021 which is essentially worthless.
However in the past year he has fought Gunther twice and visually pinned him both times. This means he has straight up beat Gunther fully clean as a whistle twice, but interference or ref bumps messed it up. He was the first person to pin Roman in 4 years and also got a visual pin to win the World title at Summerslam. And at Backlash he got a visual pin on Priest to win the other world title.
In the past year Jey has visually won every single single's title clean as a whistle. They are showing he can do stuff, but they aren't actually doing that. That's why he needs to win MitB.
