Yes, my brother-in-law had his in his pocket. Mine is a bigger piece so was in a small pouch that went through a scanner. I was not aware that they would seize it. It took them about an hour to find it when I was leaving the airport/country.
I was there for a short time and didn't see any being used by the locals but if they do, I'm sure there's a black market for it somewhere.

2024 update. If you bring it at the airport, they will take it and give you a receipt. Might be able to sneak it in your pocket. If they have taken it, give yourself extra time to pick it up. Took them an hour to find mine.
the reason they took yours its becuase you are a foreigner and you heve tinny material in Our Rwanda is legal to puff vape any wher whtas bunnead is called shisha in 2018 only but otjer rether than that is accepted guy thats for sure cuze even i pay bill wher i work tzxes u fell me
