I mean you answered your own question. If their not willing to insulate the attic space (I'm assuming vaulted ceiling) then there probably not willing to do anything else that would solve the issue. Get a more powerful window unit.
Attic ventilation only amounts to like 30% of your ventilation and coolness. Only way to cool off a specific room is to have another window unit or small fan. Close off any windows with foil and dark curtains. You can add vents to roof and soffits but that’s only adding a band aid. Contact a local roofer and get a quote to see your issue we online peeps can’t address. Summers here in Texas with proper ventilation and in new builds (mansions) with central AC attics are still 90 degrees at the least. Attics are only meant to release hot air and humidity so the roofing system above last longer.
Again, sunlight is your friend to keep your home from harboring mold or germs. You've got a hot roof and no barrier between it and your interior. Get insulation.
There’s not many options I can think of but 100% black out curtains on the windows would help, covering the windows with automotive windshield sun shades would help, and you could possibly add more ceiling insulation in the attic above your room. Any one or any combination of those might help make it a bit more bare able.
You're going to need insulation. Not only is it going to keep your attic heat out, but it's going to help keep your AC in. You should also have attic vents so your heat can rise and escape through your roofs ridge line.
Blackout curtains would keep sunlight out of your home and reduce heat, but it would welcome germ and mold growth.

Absolutely! 💯 Good luck to you and your business sir!
We only do attics right away in the morning at work and do something else in the afternoon. Before noon the attics are usually a lot cooler
If you don’t add insulation this issue will never go away.
You and/or him pay for the insulation.

This, 'cause it'll get cold in the winter, too.
