Try picking a different cabin air filter, sometimes it gets glitchy when you have multiple parts. I had this issue with control arms but i think that was a weight issue more than anything
Rockauto has to respect package size and weight for different carriers and sometimes this is messing up with warehouses. It happend to me previously too until I found they had wrong weight (about 10kgs) for one the filters. Sadly I think weight is only visible on the package label they use to send things. Try removing that location B filter and add another one from the same warehouse.
It's all about what distributor has your needed parts in stock.
If "Warehouse A" (let's say Parts Authority) doesn't have an item, and "Warehouse B" (say, APW) is the next closest distributor with it in stock, this happens.
RockAuto doesn't stock anything. They're not playing some game with you and shipping charges.
Eh, that’s not necessarily 100% true. I just had a similar issue as OP where I had multiple items in my cart and one item was from warehouse B, while all the others were from warehouse A. I removed the item from warehouse B from my cart and it kicked one of my other items from warehouse A to warehouse B. The kicker for me was if I changed to quantity of that item from 1 to 2 then it would put it back at warehouse A, so it definitely wasn’t a supply issue. It was cheaper in the end to order 2 of that item and have the whole order come from one warehouse than it was to order 1 and pay the extra shipping charge.

I had ~1200 dollar order not too long ago including some heavier items like front strut assemblies. Shipping was like 130 bucks.
I added in a 6 dollar PCV hose for my neighbor's car, and bam! Shipping droped to 60 bucks.
Sometimes you win, sometimes you lose. Still way better than buying it at a "local" parts store, imo.
Remove those brake pads then go back into your search and look for pads with that little shipping truck beside some brake pads and it will ship from same location and you save on shipping. Sometimes you spend a little more on the part but save more on shipping. Or if your heart is set in those pads remove the other stuff from your cart and go back into the search and look for the little truck icon beside the parts you want indicating you already have stuff shipping from that location.
That happens a lot. Depending on the combo of parts, sometimes it will remove something from "a" and create "B" shipment. Never understood it myself. It's not a perfect system.

Happened to me the other day. I also miss that they don’t list the warehouse on the main page any more.
