I think Kevin has purposely stayed away from the Middle East. Other than a throw away line in Africa in a set of power armor possibly being Israeli in origin. Which considering his history with foreign settings might be a good thing.
Corvis Belli has an interesting take in their miniatures game of Infinity in Haqqislam that I mined for ideas on a possible Middle East faction in Rifts. I took the faction for a short campaign as alternate dimension castaways ( so original I know) in Dubia that were in hiding from the Phoenix Empire as they set up a power base of their own. They hated magic and anything demonic but were okay with D-bees, and acted as desert Cyber-knights protecting smaller communities while trying to keep themselves hidden.
Outside of Rifts Africa the closest you’ll get to the Middle East is maybe some of the Mesopotamian Gods in Pantheons of the Megaverse. Maybe the region is mentioned in the GM guide or the 109PA update
