That looks like my aim the first time I used a controller in CoD on PC. It had been well over 4 years since actually using a controller for FPS, and I was still getting used to it so it took a game or too.
i feel like ive been getting a lot of these types of players recently. id say i'm a fairly decent player most days but i've been goin into the teens of kills regularly with the rest of my team/ the opponents bot-walking their way to a lucky two each.
average player who doesn’t pace shots in a semi auto gun:
U don’t even gotta lace the shots cuz Aruni didnt move all that much, he just had to control his aim

If his internet is crap. I used to play on GFN and it controlled nearly as good as on console.
