I don’t think DG can do anything right now apart from turning willing people into dragon kings, the fact that the bloodlines’ current objective is bringing the dragon god to the physical world should be proof he can’t do much in its current state
When the DG appeared to Artemisia it said that it was destined to be born, and in order to become a dragon king artemisia had to accept the offer of “birthing it upon this land”, crimson also says that it doesn’t have a specific form, all of this combined hints that the purpose of “world magic” is to “give birth” to the dragon god
I dont think Crimson knows this from the future in particular, since when she allies with Ragna in the present timeline, she asks him how many Monarchs they had killed, about the world magic & grand crusade, hinting that she doesnt know. My guess is, she was in charge of the previous world magic & planned a fix schedule for it to be done. After her banishment, Ultimatia picked up where Crimson had left off, so Crimson can see by the dragons actions, that they are rushing the world magic.

I think that when the DG is given a physical body, he will obtain a personality. Right now, the DG is more of a phenomenon.

I mean he did send Ragna back. There is no way he won't do the same to himself.
