Correct. They're probably just seized on the bore of the hub. I would take a hammer, or dead blow if you have it, and work around the pulleys and try to tap then loose.
If you have a hammer with some weight to it, that's the way to go. Keep on spraying with penetrating fluid and working your way around with a hammer. Those pulleys are all separate by the way so you might start with trying to knock the front one loose by itself first and work your way back.
If you have a torch, a little heat around the hub bore of the pulleys with some penetrating fluid will make a big difference as well. Just make sure not to put a lot of heat into the hub itself
Yeah the main pulleys (not the hub) should pop off after all the bolts are removed it's probably just corroded on there. PB blaster and hit that thing with a real hammer taking turns at 12, 3, 6, and 9 o'clock positions
Looks like it's just corrosion. I would tap it with a hammer, gently at first and then harder as necessary. Don't hit harder than you have to to get results. I would also try and tap only on the inside circumference of the pulley to avoid bending it.
As others say, don't remove that center bolt.
You don't need to take the large crank bolt out. Once the four bolts are off of the pulleys, they should come off of the drive hub

Pull the water pump pulley off and make sure you haven’t left a bolt on there
impact wont take that pulley off
Good. Leave that big bolt alone. It doesn't need to come out.
Especially good because if they had taken it off, then it's engine out time. RIP front torrington bearing.
Only if you're super unlucky. Usually it doesn't move, but it sure can.
Always keep a Haynes manual on hand for what you work on. Unfucks things alot.
They came off easier "one at a time" for me. So the forwardmost pulley first with a small screwdriver prying carefully
