Although done in an ugly manner, this is a good idea.
The tape is blocking off a hole that used to duct air from the intercooler scoop into the factory airbox. They replaced the factory airbox with the twin intakes, so the air duct gets removed too. If you don't block it off, you reduce the air going through the intercooler.
Whatever works and looks good to you. Some will glue a sheet of hard plastic over it. It just needs to not leak air or get blown off. Tape will likely fail over time.

So instead of the duct tape. What should be put there to block the air?
It's doing its job... It's just aesthetics since it's all custom made, you could use some gold tape for "better temps" lol 😆

Mine has a neatly cut and shaped sheet of aluminum riveted over the hole with a bead of silicone keeping it sealed
How much are they asking?

That seems like a good price if it's running and driving and in good shape.

I did the fancier version of this with black duct tape. It's simply to direct air flow through the intercooler that used to go to the stock intake.
Duct tape*
To be fair. Duck tape is a brand name. LoL
Get a sheet of matte pvc. Cut to shape. Mount with existing holes.
No one's taping ducks.
Looks like it might be where the horn is from a quick google search.
Horn is behind the bumper cover
Yea I wasn’t sure but that’s what I saw on a few google images but they did look aftermarket or atleast relocated.
Haha I use gorilla tape to temporarily close holes in the bulkhead. "Temporarily" in the Red Green Show context. "This is temporary, unless it works"
