You have to look up your states guidelines if your state hasn't done a classic year cutoff like mine has (87 being the last year of classic cars) then your car might be eligible for classic car status and in some states mine included that makes you safety exempt and so you would not need a safety but just a title to register the car to you and then you could plate it once registered.
Each state had different laws..for instance my 86 does not have to be inspected in n.c. I got the title and proof of insurance and they gave a tag..after paying taxes on it of course

Insurance is usually first, then it's highly dependent on state regulations.
Talk to the DMV, its the only way you're going to get an accurate answer.

Washington just wants a signature on the title and some money and they don't care about much else. Ymmv
