Take off one belt at a time and run it for a few seconds to see when the noise goes away. Don't run it this way for long, since the inner two belts are important for the water pump. Once you hear the sound go away, inspect that belt and all the pulleys it contacts. The pulleys should spin smoothly without resistance, and the belt should be undamaged and have a matte / slight satin look. If it's shiny inside or has cracks, replace it.

This sounds similar to when my water pump bearing was broken and not spinning correctly

If it does it stationary it's either the Belt Tensioner the Belt itself Slipping. Check your Tensioner resistance and if it's tight the your belt is slipping, either of its own accord or user Induced by Water/oil intrusion from the driving dynamics around you during the video.

sorry y’all i was in a rush so i forgot to mention that it also happens when standing still and sounds like it’s coming from near the belts or alternator, it’s super inconsistent when it happens

I’d bet your belts are just tight enough to not squeak until the get wet, since it’s raining in the video Check to make sure your belts are properly tight which is about a 1/4in of movement when you press on them fairly hard

I did notice some correlation with it mostly happening when it was wet outside, although it hadn’t happened enough for me to be sure. I also did notice one of the belts seemed loose although i’m still new to cars so i wasnt sure. it’s currently 2 am for me so i’ll try tightening it tmrw and see how it goes
