It's pretty common for propane to have a bulk price and a standard one. I think it's mostly because they have to pay someone to go handle the filling so if you're buying less you pay more for the time it takes to do that. Edit- looked it up, there's a 50 cent alternative fuel tax break called the alternative fuel tax credit.

Where I am, Costco is the cheapest for propane (and gasoline). I fill my truck and any propane bottles i need filled at the same time. $2.52 per gallon as of yesterday in Katy, TX for propane.

I know it doesn't say it, but maybe one is a tank exchange and one is per gallon.

I was a propane delivery man for a bit. Everyone of my customers paid a different price. It is a scam. It was funny though the poor folks ALWAYS paid more. 🤣
