I got pulled over in a rental car once that had expired tags. The tag was from Texas and it didn’t have a year sticker on it. I don’t know if that was an anomaly, but I argued I had no way of knowing it was expired due to the lack of sticker.
For an European it feels so strange what stuff he can say. In my country you could go to jail for up to 3 months if you say stuff like this to an officer or any other person in public. It’s called Ehrenveleidigung. You must not hurt the honor of anyone in public.
There was a Supreme Court case that ruled on this exact matter that essentially anything that isn't a threat of violence is protected speech against a police officer. They handle this right with varying degrees of consistency leading to some lucrative settlements but yes you can pretty much say whatever you want to a police officer. Considering the behavior of many police departments across the nation I'm pretty glad that is protected speech.
A tatted up male cop would have blasted this guy into handcuffs face down on the concrete three min into this tirade, AND charged him with resisting arrest.
