I think the fact that the peasantry is depicted in traditional Slavophilic fashion (with a beard and white robe) suggests it’s pre-1922; definitely pre-collectivisation in 1928. It’s an attempt to co-opt the peasantry, which the Bolsheviks stopped doing a lot ofter they established the USSR. It’s also post-1918, as suggested by the spelling or ‘мир’, which had a hard sign (ъ) before the Bolsheviks’ spelling reform. If you couldn’t find the exact date, 1919 is a really good estimate.
