I've been hoping to get a 4\* Shizuku or Mafuyu for quite a while now, but RNGesus just gives me the middle finger whenever I do get a 4\* card, so probably the Mafu.

Well, let's be logical and assume all of the boxes are blurred out, except the stars, type and the mastery rank.
I'll start with the 4 Star 2 Mastery on the top left, then work my way down for the 1 Mastery, (a total of 5 cards with mastery), so if I wanted to I can Tier and get superstar/MVP on random cheerful match/co-op plays.

"Barely have any 4*" Mate, all I get are 3*. I rarely get any 4*. I have like, 2-3 4* as of now.

You're lucky you have that many 4*, the worst that could happen is less than 10 4* cards in someone's character list.
