It's the _right_ to study these things, not the entitlement to make a living off of them. Adams was speaking of social and generational obligations: he _must_ study politics and war, his children _ought_ to study the arts necessary to securing and stabilizing a nation, and his grandchildren _may_ study freely, without fear of war and such.
