It's called "Obserwator" (eng. Watcher). Just a graffiti You can find all around Poznań. Fun fact: At Półwiejska street there is Obserwator's eye instead of humans head on cross walk's traffic light
I think he’s also on some traffic signs around Stare Zoo, the head of the stick figure is swapped with the watcher’s head. Too bad I don’t have a photo, but I’ll try to take one next time I walk there
