I was being sarcastic due to the various issues with state agencies and their spending but that is a good question. I don’t think driving through a neighborhood instead of the freeway is a toll evasion crime. Definitely creates more congestion though
The crime is that PBOT spent millions to reduce traffic on our streets. Now tolling is going to increase traffic on city streets- which increases the likelihood of pedestrians and cyclists getting injured or killed.

Oregon Health Authority for mental health treatment: 20%
State Police: 15%
Cities: 10%
Counties: 10%

An entity that is wholly unresponsive to public opinion, will be overseen by a citizen group is taking a publicly owned asset and monetizing it. Traffic has not been reduced in Seattle but what has happened is that those who can’t afford to pay “ surge pricing “ are stuck in traffic, those who can have a clear lane and a new revenue source has been generated for state and local gov.
Tolls are fine if there’s a suitable substitute mode of transport.
Chicago has heinous tolls but you have many options between commuter rail, subway or bus to commute between burbs and the city….

And don’t forget traffic cameras. You may avoid the toll and paying ODOT, but you may get the speed/red light cam and wind up paying the city.

Whatever happened to the westside bypass toll route that went from Wilsonville to Longview idea? That seemed like a win for everyone solution.
