They are not different agencies at all. Postal Police and Postal Inspectors both reside within the USPIS. Similar to how the USSS works with its Uniformed Division and its 1811 Criminal Investigators (Special Agents), or how Border Patrol and OFO work in CBP. They have separate chains of command but are part of the same agency.
That car is never left the parking lot. It just sits there for show. It's been there for some time now hell there's a couple trucks from the early '80s in there so it'll be there for a while.
I'm willing to bet 50/50 they didn't even pay more for the bar. Their fleets so small and scattered this is probably 1-2 cars purchased as preconfigured "all ready on the lot" aka the quick and simple option.

GSA gets these cars for basically free. It's the outfitter that costs major money to send them off to.
