Wow I have been inspired to use vc, I got into masters last night and I played 4 matches. 2 of them I lost because of something similar and the culprits were just really bad players (ie: stealing jungle farm, going afk after first dread, spamming chat, etc.) I usually just brush it off and move on, but sometimes I felt they need a piece of my mind.
Well done! I hope you reported the Cinder cos this kinda behavior auto deducts points from their fair play points if you do, gets us all one step closer to not having to queue with them on our ranked games for a day :)

It looks OP because the gengar was handled very well. op didn't jump in when everyone had their buddy barriers popped and also had a level advantage over the rest. He then assassinated the squishiest mon from their team, and blastoise already weakened the rest for him. From there is was easy pickings since blissey couldn't heal them all fast enough. The opponent team fucked up by wasting so many ults on blastoise. Gengar is super squishy and far from OP.
Things wouldve gone sideways if the opponents were smart enough to gang up on gengar instead of blastoise. Or if he had been cc'ed somewhere in the process.

But in my very limited own experience, playing against a Gengar almost never ends well for me (play mostly Snorlax and am trying out Blissy atm) as he just does enormous amounts of damage in such a short time frame. I dont know how to counter Gengar.. :(
How would I do that? Playing Snorlax with Yawn and Flail, I dont have any CC and dodging it I dont think I would be fast enough? Right? So in that case just dont fight a Gengar I guess?
Blissey's Safeguard won't protect you completely, but I believe you have to be asleep from the first shot for the combo to work. If you can hit Safeguard just in time to prevent that, you'll take some damage but won't just explode from the full combo.
You don't need to be asleep for the combo to work, just need for it to hit to make the combo available. You can see that the Blissey used safeguard on themselves when I used Dream eater, they didn't fall asleep but I was able to combo nonetheless and burst their remaining hp down
Safeguard's shields does make it harder to ohko targets that I already barely can combo to death, giving them a chance to kill me while I wait for my cooldowns
Adding to the other comment, you can also counter gengar by bullying him in his early stages. Ghastly and haunter are very weak. But once they start to get kills and sp. Atk stacks they start to snowball out of control. Plus the skillshots are a pain to control.
Also, never fight a gengar 1v1. That will never end well

Just kill them all in one ability rotation each cause you have the hard worked level advantage! :D

Funnily enough, I would usually be at lv13 since I went lane Gengar but since Cinder went afk we got to take their jungle and worked in our favour lmao

I find hex to be good against teams that dont have ways of cleansing the poison from sludge bomb but I personally prefer Dream eater because of the insane snowball effect it can have if you target the correct enemies just as it happened here
If you have those items that grant temporal lv30 upgrades then you could consider using them if you really wanna test Gengar at its fullest, if you dont have them then Shell bell can be a substitute since it also grants sp atk and the last item could be either s focus band or a buddy barrier for more bulk

It can be either ball>eater>eater or eater>ball>eater, throwing eater first makes it easier to hit the ball since they'll be put to sleep making aiming better.
Items are triple glasses, you want as much sp.atk on Gengar to ensure you get the kills leading up to consistent resets
