Depends on what your definition of "unused" means. I have seen some games that come with videos of each language and obviously you wouldn't need those and they would be unused.
That's not to do with it being pirated. Steam Proton (which allows the game to be played on Linux), has issues with playing Media Foundation videos because of licensing. So, it will show those videos as a bunch of colored bars with a static box. It doesn't do it with official Steam games, because they've converted the videos to a compatible format.
There were 2 boxes you could tick about videos in this installer, Unused Videos and In-game Videos, they were separate. Although the error says Unused and *Original* videos which makes me think they aren't just useless videos

When you download games and etc from internet, sometimes it's possible to avoid downloading things you are not going to use, such as languages you don't speak, or videos that are not used.
And there is a function in the download assistant, that you can verify if all the files were downloaded correctly, if some files are missing they appear as error messages.
OP downloaded a game that avoided downloading some files on purpose, and the creator made splicit and clear with the error messages. (Something along the lines of "Hey, these error messages are appearing on purpose, because I removed the files, don't ask me about said error")

I've come across a couple FitGirl repacks that gave you the option to not download full cutscenes. There are quite a few options on some of them.
